The
Project Partners have, since the early inception of the project, emphasised the importance of high quality
design, environmental sustainability and the regenerative impact of the project. Dialogue with the community,
the PFI sector and within the Project Team has enabled the development of project thinking on all these
issues.

The Design Statement has been developed collaboratively,
by the Joint
Project Team, and their technical advisors Mott Macdonald and Faulkner Brown, with the involvement and
input of Worcester City Planning Officers and Landscape Architects. |

process
has involved a number of workshops which in some cases have generated key diagrams now incorporated
in the text.

The document endeavours to reflect ideas and observations
gleaned from
stakeholders and user groups.These responses have gradually been absorbed into project thinking to the
point where it would be difficult to identify in some cases the original source of influence. |

Benchmarks
have been a key factor in the evolution of the Design Statement. The process of consideration and selection
of benchmarks has both broadened Project Team understanding of design issues and tested thinking on
service development. |

The Detailed Design Statement is intended
to articulate
project design objectives, share design ideas and service concepts. We hope the reader will also gain
a sense of what we value in our local community and environment. We acknowledge Local Distinctiveness
may be difficult to interpret but believe that the project can embody the spirit of the concept in a
recognisable way.

The
Statement is intended both as a tool
for design development
and as an aid to the evaluation of design proposals. The process of development has inevitably led to
our consideration of design solutions, some of which are expressed in the Statement. These have been
included to illustrate the evolution of our thinking and are not intended to be interpreted literally.
The
Design Statement is the first step in establishing the creative relationship between the Project Team
and PFI Bidders Design Teams, which will be necessary to achieve a successful outcome for all
parties.
