Every year Worcestershire County Council spends approximately £240m on the procurement of Goods, Works and Services and in doing so it is committed to effectively working with its suppliers and promoting opportunities for organisations from all sectors.
In 2002, the Council adopted a Corporate Procurement Strategy and established a small Strategic Procurement Team to take a strategic view of procurement across the Council. This team now consists of 2 professionally qualified staff.
Procurement is delegated to Directorates - the Strategic Procurement Team advises, assists, encourages and challenges Directorates on major procurements, identifies, develops and shares best practice, recognises opportunities for corporate contracts and implements them, and ensures compliance with legislative requirements and the Council's Standing Orders.
The Society of Procurement Officers in Local Government (SOPO) have awarded Worcestershire County Council its 2008 Award for Outstanding Achievement in Procurement in recognition of our work in delivering over £900,000 of cost savings through the use of reverse e-auctions in transport services.
The 2004 CPA described Procurement as one of the Council's strengths and the 2005 Value for Money assessments by the Council's external auditors reported "Procurement arrangements are strong and can demonstrate effective support to front line services in delivering value for money improvements"
The Council's Corporate Procurement Strategy sets out it's support of a mixed economy and its commitment to the promotion of a strong local economy. In addition, the Council is fully signed up to the ODPM's national ‘Small Business Friendly Concordat’.
