Development Control - County Planning Applications

Minerals, Waste and County Council Developments

The County Council's Development Control service is based at County Hall, Worcester and is responsible for processing County planning applications in connection with minerals, waste management and the County Council's own development, such as County owned /managed schools, libraries and roads. For all other planning applications, please contact your District Council

The County Council strongly advices all potential applicants to discuss their proposals with the Council and all other relevant statutory and non-statutory bodies before submitting their planning application.

Applicants should refer specifically to the County Council’s adopted Statement of Community Involvement (SCI). The SCI forms part of the Council's Minerals and Waste Development Framework. It sets out the County Council's policy for involving the community in the preparation of minerals and waste planning documents and for consulting and involving the community on planning applications. The SCI is particularly useful for larger and more complex schemes in helping to reduce delays, to overcome potential objections and speed up the determination of the application. The County Council will also be pleased to receive well-prepared draft applications to share with relevant consultees prior to a formal submission. Copies of the SCI can also be requested directly from the County Council, although a charge may apply.

Pre-application discussion between the Council, relevant consultees and the applicant will also establish what information will be required to form part of the submission. This will help to ensure the application contains sufficient information to enable a decision to be made on the application and to validate it upon receipt. Pre-application discussions may also identify whether other consents, such as a waste management licence, may be required from other organisations (i.e. Environment Agency).
