Leaseholder's Policy

2010/2011 - Eligibility

To claim a leaseholder payment the following criteria must apply:

Eligibility Criteria How this criterion will be assessed
Leaseholder must be the legal owner of the accommodation Evidence submitted from the Leaseholder (this is not required from those Leaseholders who have been paid by Supporting People since 01/04/03)

Leaseholder must have a legal requirement to pay service charges as a condition of the lease

Evidence submitted from the Leaseholder (this is not required from those Leaseholders who have been paid by Supporting People since 01/04/03)
Leaseholder must be in accommodation built before 01/04/03 (unless accommodation has been commissioned by Worcestershire Supporting People Partnership).

Evidence collected during Leaseholder service review (this is not required from those Leaseholders who have been paid by Supporting People since 01/04/03)

Leaseholder must be in receipt of Pension Credit Guarantee Credit (Savings Credit only is not applicable). Evidence submitted from the Leaseholder (this is required annually)
Leaseholders service must have been assessed as good value for money by the Supporting People team See section below titled 'How much will the payment be?'
Leaseholders service must have been assessed as being strategically relevant by the Supporting People team Evidence collected during Leaseholder service review. The service will be assessed against the Worcestershire Supporting People 5 year strategy and the Worcestershire Supporting People Eligibility Criteria.
Leaseholders service must have been assessed as good quality by the Supporting People team

Evidence collected during Leaseholder service review, including feedback from the Leaseholders.

Leaseholder service must have been assessed as meeting the Leaseholders needs by the Supporting People team Evidence collected during Leaseholder service review, including feedback from the Leaseholders.

Please note that Supporting People can only contribute towards these two elements of the service charge.
